Health system reform:
A Study on: Health system development in the Saudi Arabia (Balsam).
This study was prepared for the Ministry of Health /Saudi Arabia.
( 1427 H- 2006 G.C.)

This included the study of the methodological framework in terms of ;  problem - study , reasons for conduction , objectives of the study, references, lessons learned from other’s experiences , basic principles and rules governing the provision of health services and from which the strategic values  in Saudi Arabia, while addressing the current health status with all its financial, material and human resources .In addition to  the expected successes , problems, difficulties and challenges could be faced. Also included a theoretical concept of privatization , conditions of suc'cess , methods of the various economic , social objectives
( advantages and disadvantages), This is in addition to reviewing the experiences of countries in reform and financing of health systems with an indication of the pros and cons of each experience and common features among them, in addition to reviewing the various methods pursued by the countries of the world to finance health services, experiences of countries in allocation health services, also addressed the study analyzes various health sectors in the Saudi Arabia, functions of Ministry of Health, and infrastructure with analysis to explain the difficulties in financing and management of health services with their impact on the workforce and information systems. Finally; the study presented and explained the proposed model for the development of health system where the idea of the model and its major components with proper  justification.



• Medical and technical advisory services for Saudi Red Crescent:

This study was prepared for Saudi Red Crescent. (1431 H- 2010 G.C.)

This project involved full description of current status for Saudi Red Crescent Authority system, and it’s absorptive capacity explaining to what extent it could accepting development. The project also includes review different models and international standards ambulatory and felt to measure the level of the system in the Saudi Arabia to determine the level compared to the international accepted level. Then include the full perception of how that will be the reform and development .Finally, proposed the development stage and develop operational plans for the provision of avian ambulance services.

Development plan, study the following themes:-
1- Emergency call system.
2- Unifying phone number for emergency services request.
3- Telecommunications network.
4- Sites to provide ambulance services.
5- Different modes of ambulances and equipment update.
6- Services integration for emergency services in hospitals with the civil defense system
7- Air ambulance equipment and operating system.
8- Medical and technical teams needed to run services with increasing their efficiency by training.

 

 


 

 

• A study on the Training program for doctors and paramedics Team for air ambulance:
This project is a real extension of the giant project, at which Dar Al-Noor of studies and health advice contributes effectively in the development of Saudi Red Crescent new system, which began in 2009.
The project included the following themes:-

1-  Contracting and employment of the labor force: through the inventory of all the functions required to develop work and to be filled according to existing rules and regulations with international specifications, and high functionally and technically qualifications.
2- Design and implementation of awareness programs for safety rules in aviation ambulance.
3- Review conditions of workers and work to reconcile.
4-  Design new organizational structure, financial and administrative regulations.
5- Modeling terms of references for all bidding requests by Saudi Red Crescent Authority, and participate in studying and analyzing of all market competitions.
6- Provide additional studies and consultations according to the needs to achieve Saudi Red Crescent plans and objectives.

 


 

• Training Course on “Dealing with fire detection systems and early warning”:
This Training Course was designed and conducted to employees of the Security and Safety department/ Ministry of Health (1431H- 2010 G.C.)

 Number of trainees: (60) trainees.
 Course contents:
 Types of fire and its causes.
 Preventive action to avoid the fire.
 Materials used in fire fighting.
 Different types of fire detection systems.
 Things that must be observed to control the smoke.

 


 

• Training Course on “preventive maintenance"
• Accredited by the Saudi Commission for Health Specialties as a continuous medical education program.
• This Training Course was designed and conducted to employees of the Security and Safety department, Ministry of Health (1431H- 2010 G.C.)
 Number of trainees: (45) trainees.

 Course contents:
  -Definition concepts and principles of general maintenance and preventive maintenance.
 - Linking preventive maintenance within general framework of action.
 - Strengthening participant’s capacity to develop plans and programs.
 - Identification of tools, mechanisms and programs of comprehensive maintenance.

 


 

• "Training the trainers course “ in supervisory skills, using indicators of performance"
• Accredited by the Saudi Commission for Health Specialties as a continuous medical education program.
This Training Course was designed and conducted to administrators of health care, Ministry of Health (1431H- 2010 G.C.).

 Number of trainees: (25) trainees.
 Course contents:
 - Concept of primary health care.
 Concept of the supervisory process and measurement indicators.
 Planning and preparation of work plans.
 Biostatistics in primary health care.
 Team building.
 Concept of quality management in primary health care.

 

 


 


• Training programs and workshops in fields of Technical and administrative development.
 This Training Course was designed and conducted to the employees of Health Affairs Bisha Governorate - Ministry of Health (1431H- 2010 G.C.).

 Number of trainees: (450) trainees.

  • Workshop on breastfeeding.
  • Strategic planning for health education programs.
  • child care.
  • supervisory skills.
  • intravenous fluids.

  • quality and basic health care.
  • pharmaceutical care.
  • Administrative and management courses on:
  • An effective leader.

  • The art of dealing with the public.
  • Team work.
  • Planning strategies.
  • Nursing Ethics.

 


 

• Study on :  “ Non- Smoked Tobacco use in Saudi Arabia”
This is an exploratory study as a preliminary data-base for the phenomenon.
This study designed for smoking project /Ministry of Health (1431H- 2010 G.C.).

The study included the following:-
1- Objectives:
• Identifying the size of the problem for this type of smoking.
• Sources for users to it.
• Understand the formal legal procedures applicable for import promote and use this 
• type of tobacco in the Kingdom of Saudi Arabia.
• Identifying the names and forms of non-smoked tobacco material that is abuse.
• Knowing the category that is spreading among this type of smoking.

2- The survey sample, which included officials and drug abusers.
3- Methodology of the study, which included personal interviews and an epidemiological study.
4- Study tools, two questionnaires;  one for officials and other for users .

• Training program For doctors and paramedics Team in air –ambulance:

This project aims to create , design and implement awareness programs on the rules of aviation ambulance safety: where is the identification of training needs for all pilots and their assistants, mechanics and all employees in the driver's self-ambulance flying, and organize a variety of training courses internationally adopted for these categories. In addition to measuring the return from training and the level of worker performance after training with the development of detailed plans to ensure that education and continuous development for all target groups.
